Content and originality
- Originality: The work must be an original contribution that adds to the existing body of knowledge. Expanded versions of conference papers are eligible.
- No prior publication: The results must not have been previously submitted or published, though preprints on author or institutional websites are often allowed.
Technical quality: Experiments, statistics, and analyses must be conducted to a high technical standard and described with sufficient detail.
Plagiarism: Submissions are checked for plagiarism. A score over a certain percentage (e.g., 25%) can lead to rejection.
References: Appropriate references to prior work must be included.
Formatting and submission
- English: Papers must be written in standard English with correct grammar.
- Template: Use the official IEEE template for your submission type (e.g., two-column for regular papers).
- Length: Adhere to the specific page limits for your submission type and stage (initial vs. revised). Excess pages may require paying a surcharge.
- Submission portal: All submissions are made through the IEEE Author portal or a designated conference submission tool.
- PDF requirements: The final PDF must meet strict technical requirements checked by IEEE PDF eXpress.
- Must be PDF version 1.4 or later, but not 9, X, or XI.
- No scanning, password protection, bookmarks, or crop marks.
- All fonts must be embedded.
Review and publication process
- Technical review: Manuscripts undergo a technical review by at least three reviewers.
- Copyright transfer: You must transfer copyright to IEEE for your paper to be published.
- Publication speed: Once the final files are provided, the average publication time is around 31 days.
For conference papers
- Presentation: Papers accepted for conferences must be presented at the event to be included in the final IEEE Xplore Digital Library distribution.
- Registration: Authors must register for the conference before submitting the final version.
